fix(podman): skip Portainer where Podman has no Quadlet

Portainer and the agent are written as Quadlet .container units, which need Podman 4.4. Debian 12 ships 4.3.1, so systemctl start portainer failed with "Unit portainer.service not found". Without Quadlet both prompts are skipped with a warning.
