I don't know why bumping minimal CMake version changes the behavior of cpack, but it does.

Fixes #2553

Yelninei 8686820c1a CMake (Hurd): Define O_PATH to O_NORW. 
This is a noop because O_RW is 0 but O_NORW is the correct constant to
open a file without read/write permissions.
